Dr P.N. Fernando obtained his Ph.D. from Imperial College, University of London in 1976. He was a former Manager in ADB Infrastructure, Energy and Financial Sectors Department East Region responsible for directing the planning and implementation of electrical power, petroleum, natural gas, renewable energy, energy efficiency, energy sector restructuring, and regional energy sector integration operations in half of ADB’s developing member countries.
