Bakshi Amit Kumar Sinha is a faculty member at Bihar Institute of Public Finance and Policy (BIPFP) an Institute of Finance Department, Government of Bihar. He earned his PhD in Human Development and State Expenditure. Dr. Sinha works in the areas of macroeconomics, union and state budget, fiscal federalism, public finance management (resource, expenditure, debt and deficit management), green budget, transport and energy economics, e-governance, human development and regional inequality. 

Dr. Sinha has helped in preparing many policy documents of the State Government (Bihar) including Fiscal Policy; Medium Term Fiscal Plans (MTFP) under their Fiscal Responsibility and Budget Management Act (FRBMA); Bihar SDG Vision Document; Bihar Economic Survey (since 2007); Memorandum to the 13th, 14th and 15th Finance Commissions for Bihar; and 4th, 5th and 6th Bihar State Finance Commission Reports. He has contributed number of national and international research papers and his recent publications are in SAGE, EPW, Journal of Indian School of Political Economy (JISPE), Arthik Charche, and Public Finance Committee of Institute of Chartered Accountants of India (ICAI). 

He has contributed articles in editorials of The Hindu, Times of India, Indian Express, Telegraph, Hindustan, Dainik Jagran and Prabhat Khabar on socio-economic issues, and has participated in many debates on Doordarshan, ZEE News, News 18 and other reputed channels. He has delivered many lectures and presented papers in national and international conferences and seminars. He also gave trainings to the Bihar Administrative Services’ Officers at Bihar Institute of Public Administration and Rural Development (BIPARD). 

Dr. Sinha is an Associate Editor of Bihar Journal of Public Administration (UGC care listed). He is a member in the Board of Directors of BIPFP in the capacity of National-Level Economist. He is a member of Project Appraisal Committee of Bihar State Disaster Management Authority (BSDMA), Government of Bihar. He is also a member of the State Government’s Gazetteer Evaluation Committee.
