Neelakshi Mann is a consultant with the Ministry of Rural Development. She provides policy inputs and advice to the Ministry on issues related to monitoring and evaluation of MGNREGA at the national and state level. In 2008-09, she designed and coordinated the Professional Institutional Network (PIN). PIN is the Ministry's first independent structure including Indian Institutes of Management (IIMs), Indian Institutes of Technology (IITs), agriculture universities, think tanks, etc., set up with support from UNDP, for monitoring and appraisal of MGNREGA.
Neelakshi has previously worked with USAID, where she helped develop a results and monitoring framework and indicators for India, in its role as a strategic partner under the Feed the Future (FTF) Initiative of the Obama Administration. She has also worked with IFMR on a research project on efficient delivery of public services and with the Academy for Education Development (AED Washington) to provide support for a project on human trafficking in South Asia.
She has a Master’s degree in Public Policy from Duke University, USA and a Master’s degree in Mathematics from the University of Delhi.
She has co-authored MGNREGA Sameeksha: An Anthology of Research Studies, with Varad Pande.
