Florian Blum
Florian Blum is an Economist (YP) in the Macroeconomics and Fiscal Management Global Practice of the World Bank . He did his Ph.D. in Economics from the London School of Economics.
Florian’s research interest focuses on the determinants of state capacity and the organisation of the public sector in developing countries. For one of his Ph.D. projects, Florian is leading an experimental study that investigates the optimal control of public sector workers in Tanzania.
Florian holds a Master's degree in Economics from the London School of Economics and a B.A. in Economics from the University of St. Gallen in Switzerland. He is a scholar of the German National Academic Foundation and has in the past consulted for the World Bank and the Food and Agricultural Organisation of the United Nations.

The political economy of data
Recent experiences, especially from Scandinavian countries, show that opening administrative data sources can substantially improve public policymaking. In this article, Pande and Blum contend that while investment in data infrastructure is needed to produce and use statistics, the decision to collect and open data also depends on political economy considerations. Such forces are particularly strong in India and pose a major constraint on effective policy reform.
