Gaurav Goel

Gaurav Goel is the Founder & CEO of Samagra, a mission-driven governance consulting firm. He holds a dual degree in Computer Science & Engineering from IIT Delhi and an MBA from IIM Calcutta. After graduating from IIM Calcutta, he joined McKinsey & Co. as a Management Consultant where he worked across sectors and geographies, solving diverse corporate problem statements. While he was enjoying his stint at McKinsey, he knew that eventually he wanted to work towards improving the lives of citizens by engaging with the governance process. In 2012, he set up Samagra so that he could translate his passion into reality and create impact at scale. Gaurav is a TEDx speaker, writer and his path-breaking efforts to tackle intractable governance challenges led him to be recognized in BusinessWorld’s 40 Under 40 list of changemakers in India.
Samagra is a mission-driven governance consulting firm working with the bureaucratic leadership of states and the Centre on deep systemic reforms to strengthen the state’s capacity to deliver sustainable outcomes at scale across domains like education, agriculture, skilling, employment and public service delivery among others. Following his last piece, which put forth a Governance Matrix that could be used assess a government system’s readiness to drive outcomes, Gaurav Goel puts forth five principles, or panchsutras, which are critical for the success of a governance transformation. Using the example of the Swachh Bharat Mission-Grameen, he shows that these principles are key to not only spurring the system into action, but also maintaining momentum towards achieving a goal, and ensuring long-term sustainability of the transformation

The Governance Matrix: Understanding a system’s readiness for change
To explain the gap between the expectation of perfect outcomes and the reality of an imperfect system, Gaurav Goel puts forth The Governance Matrix, a tool which can be used to assess the readiness of a government to successfully implement initiatives. He explains the two axes – political salience and system capacity – along which political systems can move; based on this, he posits four states in which governments can exist, and examines the potential for sustainable change in each of the quadrants.
