Sam Norris

Sam is a graduate student in the Department of Economics at Northwestern University. His work focuses on education and development economics. Prior to leaving for graduate school, Sam was a Research Fellow at Evidence for Policy Design. He worked with Professors Monica Singhal and Rohini Pande on taxation and environmental regulation projects in South Asia. Sam holds a B.A. in Economics from Simon Fraser University, as well as an M.A. in Economics from the University of Toronto.

Price risk and poverty

There is an ongoing policy debate in India on whether grain entitlements under PDS should be converted into cash transfers. This column shows that in the face of high price variability, in-kind transfers such as the PDS can be superior to cash transfers as they could significantly reduce the strength of the relationship between prices and caloric intake, hence, shielding households from price risk.
