Shoumitro Chatterjee

Shoumitro Chatterjee is an Assistant Professor of economics at the Pennsylvania State University. He received his Ph.D. in economics from Princeton University in 2018. He has also been a Postdoctoral Research Scholar at the Faculty of Economics, University of Cambridge, UK.

Shoumitro's recent research has been at the intersection of trade and development economics. One strand of his research focuses on trade in agricultural markets, where he studies reasons for market power and low farmer incomes and also the relationship between agricultural subsidies and underground water. Additionally, he has studied the relationship between growth and fertility in the developing world.

In 2015-16, Shoumitro served as an Economist in the Office of the then Chief Economic Advisor of India (Dr. Arvind Subramanian) where he worked on topics related to agriculture and international trade. He contributed extensively to a study on India's free trade agreements, India's agricultural policy, and recommending a framework for the minimum support price of pulses.

At Princeton, Shoumitro was a 2017-18 Princeton Institute for International and Regional Studies Graduate Fellow. He also won a Ph.D. scholarship from the Institute for Humane Studies at George Mason University for his dissertation work. He earned his Bachelor of Arts (with honors) in economics from St. Stephen's College, India in 2009 where he won the Ananta Goel Memorial Award. He subsequently completed an M.A. in economics from the Delhi School of Economics (DSE) in 2011, where he was the recipient of the Randhir Singh Memorial Scholarship.

कृषि क़ानूनों के इस संगोष्ठी का समापन करते हुए मेखला कृष्णमूर्ति और शौमित्रो चटर्जी इस आलेख में यह तर्क देते हैं कि विनियामक सुधार, अनिवार्य नीतिगत डिजाइन और कार्यान्वयन के लिए एक अधिक व्यापक और प्रासंगिक दृष्टिकोण का, एक महत्वपूर्ण लेकिन सीमित भाग है। इसके अलावा जब बाजार की बात आती है, तो यह सोचना महत्वपूर्ण है कि बाजार विनियमन क्या कर सकता है और क्या नहीं तथा यह समझना कि भारत की कृषि विपणन प्रणाली में मंडियों की क्या भूमिका है?

Wrapping up the Symposium on farm laws, Mekhala Krishnamurthy and Shoumitro Chatterjee contend that regulatory reforms are an important but limited part of what must be both a more comprehensive and contextual approach to policy design and implementation. Moreover, when it comes to markets, it is crucial to think through what market regulation can and cannot do and to understand the role that mandis play in India’s agricultural marketing system.
