Zovanga Kone

Zovanga Kone is a Researcher at the Centre on Migration, Policy and Society (COMPAS), University of Oxford. His research explores how immigration policies affect the labour market outcomes of migrants and the integration of migrants in the host society. His current work looks at the socioeconomic integration of refugees in their host countries. He has also worked on the impact of immigration, as well as emigration, on natives’ labour market outcomes (in both high- and low-income countries).

How India’s internal borders inhibit migration
Indians, particularly men seeking education and jobs, display a puzzling reluctance to cross state borders. This article explores the reasons for this migration pattern. A major culprit is India’s system of ‘fragmented entitlements’, whereby welfare benefits are administered at the state level, and state residents get preferential treatment in higher education and government employment. These administrative rules prevent more efficient allocation of labour across the country.
